Funding Alternatives for Open Space Initiatives The inevitable question that usually arises with issues relating to preserving or increasing green spaces in a community is funding. We have presented several different alternatives here that could be adopted in Oldham County, either partially, or in full. Most significant may be Kentucky Development Agricultural Board grants. Fayette County, Kentucky recently received a $15 million grant for purchasing development rights. The Board also provided another $10 million for similar efforts statewide to support rural preservation efforts by the Kentucky Purchase of Agriculture Conservation Easements (PACE) Program, established in 1994. Funding comes from a $25 million rural development bond issue authorized by the 2000 Kentucky General Assembly. The Kentucky Heritage Conservation Fund offers options for conserving open space in the Commonwealth. Using another strategy, Gallatin County, Montana successfully passed a bond issue during the November 7, 2000 elections to fund open space initiatives.
